HomeSTL Homebuyer Assistance Program

As the economic development arm serving the City of St. Louis, SLDC believes that homeownership creates a pathway to building generational wealth. To bring the dream of homebuying within reach for qualified first time homebuyers purchasing a home in the City of St. Louis, SLDC has created a Homebuyer Assistance Program: HomeSTL.

To begin your path to homeownership in St. Louis and learn more about the HomeSTL Homebuyer Assistance Program, homebuyers are encouraged to complete the eligibility questionnaire. Completing the questionnaire ensures interested homebuyers will receive program details when HomeSTL launches, it is not a credit decision and does not guarantee funding.

Affordable housing helps families build generational wealth. That’s why SLDC is investing directly in neighborhoods by building and rehabbing more affordable housing units for St. Louis families to buy.  

Housing Access and Neighborhood Stabilization Revolving Loan Fund

In late 2022, SLDC established the Housing Access and Neighborhood Stabilization Revolving Loan Fund by allocating up to $12 million in New Markets Tax Credits (NMTC) to the $14 million revolving loan fund, which is financed with NMTC equity and $10 million of American Rescue Plan (ARPA) funds. The fund is intended to expand access to stable, quality housing through the production of affordable for-sale homes in NMTC-eligible/HUD-defined Qualified Census Tracts (QCTs).

Through this fund, SLDC hopes to address the persistent unmet demand for quality housing available for purchase throughout St. Louis and offer wealth-building pathways to homeownership in at-risk neighborhoods as envisioned in its Economic Justice Action Plan.

The first beneficiaries of the Housing Access and Neighborhood Stabilization Revolving Loan Fund are Habitat for Humanity St. Louis and Tabernacle Community Development Corporation. Both TCDC and Habitat have extensive community development experience in the targeted QCTs.

Habitat for Humanity has a proven track record developing affordable for-sale housing utilizing NMTCs.

Tabernacle CDC’s Hebert Homes Project

TCDC’s Hebert Homes Project will bring 26 new affordable for-sale housing units to the JeffVanderLou (JVL) Neighborhood in North St. Louis. TCDC’s successful HUB community resource center has anchored additional residential development in the surrounding neighborhoods.
