SLDC Starts Pilot Plan to Construct New Homes on Vacant Lots

St. Louis, MO (December 18, 2025) — The St. Louis Development Corporation (SLDC) is presenting a resolution to the SLDC Board of Directors Thursday seeking approval to select a modular housing development firm to build housing in North St. Louis.
The resolution authorizes SLDC to enter into an agreement with Module Building Systems to construct modular housing on properties owned by the Land Reutilization Authority (LRA) and the Land Clearance for Redevelopment Authority (LCRA), which are two city boards staffed by SLDC.
If approved, Module Building Systems will move forward with constructing at least 10 houses on 3-to-5 acre sites between the 4100 - 4200 Aldine Avenue blocks in the Ville Neighborhood. An area that was impacted by the May 16th tornado. The sites are subject to change.
Module Building Systems will build these houses near its headquarters in North St. Louis.
The construction would be funded using $3.2 million in American Rescue Plan Act dollars. Construction would be estimated to be completed by the end of 2026.
A public introduction to Module Building Systems will be scheduled in February 2026 to discuss sites, modular systems and expected timing.
