Contracting Opportunities

SLDC frequently issues bids, Requests for Proposals (RFPs), Requests for Qualifications (RFQs) and Requests for Information (RFIs).

City Incentivized Projects

The City of St. Louis has a variety of city incentivized residential, hotel, manufacturing and other projects for construction contractors.

SLDC Active Projects

SLDC maintains a list of active construction and development projects in the City of St. Louis. The project list is updated on a monthly basis.


SLDC’s Compliance Department:

  1. Performs the Compliance Monitoring of Enterprises and Workforce boots on the ground goals from Ordinances #70767 and #71094

  2. Shares the online directory of certified businesses created and maintained by the Business Enterprise Certification Program: https://www.developstlouis.org/certify-stl

  3. Provides information and technical assistance to small businesses to increase their ability to effectively compete for projects with the City of St. Louis and the St. Louis MSA area.

  4. Provides information on bid opportunities of projects receiving city incentives through SLDC’s Planroom website. All opportunities are required to be posted for a minimum of 30 days.  

  5. Reviews and approves the Utilization Plan detailing the goods and services to be provided to the prime contractor by all subcontractors listed to meet the goals prior to project start. The utilization plan must provide the names of all subcontractors to be utilized on the project contract, certification type, email contact, scope of work to be performed and contract value.  

Contractor Compliance

Due to changes in federal policies impacting federal funding to municipalities which operate diversity, equity, and inclusion related programming, compliance monitoring and enforcement related to Minority and Women-Owned Business Enterprise utilization, and Minority and Women labor participation goals have been paused until further notice while the City works to accommodate the changed federal landscape.

Compliance monitoring and enforcement of Prevailing Wage, City Resident utilization, and Apprentice utilization requirements remains in effect, and St. Louis Development Corporation will continue to  monitor such requirements through the GPTS and HeadCount platforms. Developers and General Contractors are encouraged to engage with St. Louis Development Corporation’s Compliance Office for further information about how this announcement may impact ongoing projects.
