Contracting Opportunities

SLDC frequently issues bids, Requests for Proposals (RFPs), Requests for Qualifications (RFQs) and Requests for Information (RFIs).

M/WBE Contractor Compliance

Development projects in the City of St. Louis that are $1 million or more — receiving an incentive — must adhere to the construction project enterprise goals. SLDC monitors the utilization of M/WBEs by prime contractors on these construction projects.

City Incentivized Projects

The City of St. Louis has a variety of city incentivized residential, hotel, manufacturing and other projects for construction contractors.


SLDC’s Compliance Department:

  1. Performs the Compliance Monitoring of Enterprises and Workforce boots on the ground goals from Ordinances #70767 and #71094

  2. Shares the online directory of certified M/WBEs created and maintained by St. Louis Lambert Airport: https://flystl.diversitycompliance.com/

  3. Provides information and technical assistance to M/WBEs to increase their ability to effectively compete for projects with the City and MSA area

  4. Provides information on bid opportunities of projects receiving city incentives through SLDC’s Planroom website. All opportunities are required to be posted for a minimum of 30 days.  

  5. Reviews and approves the Utilization Plan detailing the goods and services to be provided to the prime contractor by all subcontractors listed to meet the M/WBE goals prior to project start. The utilization plan must provide the names of all subcontractors to be utilized on the project contract, certification type, email contact, scope of work to be performed and contract value.  

  6. The construction project goal is the goal that shall be met by utilization of African American, Hispanic American, Asian American, Native American and Women-owned construction subcontractors.

Construction Project Enterprise Goals

Through the M/WBE Program, the City has established certain policies for the utilization of minority and women businesses in its purchasing and contracting practices:

  • 21% for African American-owned business enterprises

  • 2% for Hispanic American-owned business enterprises

  • .50% for Asian American-owned business enterprises

  • .50% for Native American-owned business enterprises

  • 11% for Women-owned business enterprises
