North St. Louis Small Business & Non-Profit Grant Program: May 11, 2024 Update

On Friday, May 3, SLDC sent 111 applicants an email through Docusign with information regarding the next steps to receive a non-competitive grant for participating in the Technical Assistance Academy and/or the Financial Assessment session.  Upon the applicant’s completion of the Docusign requirements, SLDC has up to 10 business days to electronically disperse the grant funds.

SLDC is currently processing 111 applications to fund an additional $430,000 worth of grants from the North St. Louis Small Business & Non-Profit Capacity Building Grant Program.

Here’s the breakdown:

  • Completion of Financial Assessment to 37 businesses - $2,500 each for a total of $92,500

  • Completion of Technical Assistance Academy to 13 businesses - $2,500 each for a total of $32,500

  • Completion of both to 61 businesses-$5,000 each for a total of $305,000

Once the 111 applications have been processed and verified, SLDC's North St. Louis Business Capacity Building Grant will have funded or allocated funds for $630,000 to 161 businesses/organizations. 

SLDC is also processing and verifying compliance for 97 grant applicants who will receive $15,000 each, totaling $1.5 million from the Small Business Stabilization Grant Program. This grant is for small for-profit and non-profit businesses for operational stabilization to assist in recovering from the adverse impact of the COVID-19 pandemic.

More grant dollars are being released into the community in the coming weeks through a competitive grant process for operational expansion, façade, rehab and new construction as well as needed neighborhood services.

The goal is to have all $33 million of ARPA dollars processed, verified and allocated to grant applicants by early summer. 

If you have not yet received or did not receive an email from Docusign on behalf of SLDC on May 3, it does not mean that your company/organization is not receiving a North St. Louis Small Business & Non-Profit Grant.

North St. Louis Small Business & Non-Profit Grant Program: 1:1 File Review Sessions

As announced at the Informational Webinar on February 23, 2024, SLDC will be hosting 1:1 File Review Sessions for all North St. Louis Small Business & Non-Profit Grant Program applicants — including those who were notified of their geographic ineligibility — from March 5 – April 5, 2024. Please collect your questions/concerns and be prepared to share them during your 1:1. All applicants will receive an email with an invitation to register for a 1:1 by March 1, 2024.

Be sure to include your business/entity name and the owner’s name in the subject line. Small Business Stabilization, Expansion, Community Enhancement & Community Need

Introduction

The City of St. Louis, through its Community Development Administration has allocated $37 Million of Coronavirus State and Local Fiscal Recovery Funds (SLFRF) to the St. Louis Development Corporation (SLDC), for the administration of a North St. Louis Small Business & Non-Profit Grant Program, originally defined in Board Bill 82 (2022-23 session) and amended in Board Bill 37 (2023-24 session).

Purpose

The North St. Louis Small Business & Non-Profit Grant Program is intended to assist small businesses and non-profits in North St. Louis City that have been disproportionately impacted by the COVID-19 pandemic and are located in targeted geographic areas. The intent of the program is to provide economic development and empowerment assistance to small businesses and non-profits located in North St. Louis, where there exists a demonstrated need to reverse the effects of decades of disinvestment. The program will focus investment in the following geographic areas, on or North of Delmar Boulevard, and within a HUD designated Qualified Census Tract (QCT) or a SLDC designated Economic Justice Index (EJI) Areas EJI-1 and EJI-2.

Geographic Eligibility

  • Business or non-profit located on or North of Delmar Boulevard

  • Located in a Qualified Census Tract (QCT) OR

  • Located in EJI Area 1 or 2

  • Eligible established small businesses or non-profits as defined in the grant application

Grant Programs

Small Business Stabilization, Training and Expansion Grant Program

Grants for small for-profit and non-profit businesses for operational stabilization, training, expansion and other operating costs.


Community Enhancement Grant Program

(Façade, Rehabilitation, and New Construction)

Grants for small for-profit and non-profit businesses for community enhancement that includes, facade improvements, site rehabilitation and new construction with proven capacity need for enhancement and meet eligible program expenditures.


Community Needs

Grants for small for-profit and non-profit business organizations, new to a neighborhood, and fills a gap in needed neighborhood services, to include professional or health services or enhanced retail or cultural offerings. ONLY for established businesses expanding into eligible geographic areas with site control.

The programs are funded in whole or in part with Coronavirus State and Local Fiscal Recovery Funds (SLFRF) passed through the St. Louis City Community Development Administration.
